The client is a Special Operating Agencyof the Department of Finance, Government of Canada.  Ballemco Inc. prepared and managed the evaluation process for a major e-commerce initiative. 

The initiative was to directly market T-Bills, T-Bonds, and Canada Savings Bonds directly to Canadians through a call-centre and internet transaction management system. The project included senior members from four federal departments and agencies and a private sector supplier. The deliverables included a proposal evaluation, supplier negotiations, and a business case.

We prepared evaluation documents and guided four senior management evaluators through the evaluation process. The evaluations had to be performed according to strict federal government guidelines and were audited by the Public Works and Government Services ministry.

We worked with the private sector supplier to ensure that the proposed solution would meet the requirements and that the costs were correctly understood. with the private sector supplier. These negotiations resulted in a significant reduction in the costs of the proposed solution.

We prepared the Business Case, based on the results of the evaluation and negotiations, and guided senior management through the presentation of that Business Case.
